dc.description.abstractDünyada yaşanan gelişmeler ve değişim, köyden kente göçe neden olarak kentli nüfusun artmasına neden olmuştur. Artan kentli nüfusun ihtiyaçları doğrultusunda, kamu yönetiminden beklentiler artarak farklılaşmış, bu beklentilerin merkezi idare tarafından karşılanması sosyal devlet anlayışını doğurmuştur. Ancak merkezi idareler halkın taleplerini karşılamada yetersiz kalınca yerel yönetimlerin sorumlulukları artırılmış, yerel yönetimler güçlenmiş ve sosyal belediyecilik anlayışı doğmuştur. Sosyal belediyecilik kapsamında belediyeler, sağlık, eğitim, çevreye yönelik hizmetlerin yanında yardıma muhtaç olan ailelere sosyal yardım fonksiyonunu da yüklenmişlerdir. Bu araştırmada Bağcılar Belediyesi’nin yardıma muhtaç ailelere yaptıkları sosyal yardımlar incelenmektedir. Konu ile ilgili Bağcılar belediyesi yetkilileri ile bağlantıya geçilmiş, konu ile ilgili dokümanlar ve veriler elde edilmiş, araştırmanın uygulama kısmı da bu doküman ve verilerin incelenerek sistematik biçimde sunulmasıyla oluşturulmuştur. Araştırma sonucunda; Bağcılar Belediyesi’nin yardıma muhtaç ailelere, başta gıda ve yakacak olmak üzere, giyim, ev eşyası, barınma gibi sosyal yardımlar yaptıkları, yaptıkları sosyal yardımları kapsamlı bir incelemeye tabi tutarak, muhtaçlık kriterini göz önünde bulundurarak, gerçek ihtiyaç sahiplerine urlaştırma çabasında oldukları gözlenmiştir.tr_TR

dc.description.abstractolImprovements and changes in the world has caused the migration from rural areas to the cities so city population has increasing contiunously. As growing necessities of city populations increase, expectations from the public governments rise and differentiate and fullfilling these expectations by central government caused the concept of social state.However,central governments are inadequate to fullfill the demands of the public, the responsibilities of local governments has been increased, local governments strengthen and concept of social municipality has emerged. Within the scope of social municipality, municipalities embarks the function of social assistance to care seeking families besides the services of environment, health and education At this work, social assistances that Bağcılar Municipality have done for the care seeking families have been searched.It has been contacted with the authorities of Bağcılar Municipality, documents and data have been gained,application part of the work has been composed by examining and presenting these documents and data systematically .As a result of this work, Bağcılar Municipality has done social assistance to care seeking families such as ,foremost, food,fuel for heating, household items, and shelter, and it has been observed that they have been trying to find the real care seeking families by doing a comprehensive searches and considering the criteria of indigencetr_TR
