dc.description.abstractYeni kamu yönetimi anlayışının ortaya çıkmasında birbiriyle ilişkili birçok faktörün rol oynadığı söylenebilir. Kısmen ifade edilmeye çalışılan kamu yönetimi sisteminin yaşamış olduğu yetersizlikler üretimdeki ilişkileri, globalleşme, sosyal, ekonomik ve kültürel yapıdaki değişiklikler 1980 sonrasında kamu yönetimi üzerindeki bulunan baskıların çoğalmasına yol açmıştır. Artık sıradanlaşan hiyerarşik, bürokratik ve katı merkeziyetçi devlet anlayışı, yerini piyasa ekonomisine daha yatkın esnek bir sisteme bırakmaya başlamıştır. Bu durumdan dolayı devlet, piyasa ve yurttaş ilişkilerinde önemli anlayış farklılıklarının ortaya çıkmasına yol açmıştır. Yeni anlayışa göre, görünürde devleti küçültmekle birlikte aynı zamanda hizmetlerde etkinlik ve verimliliği sağlayarak devleti daha fonksiyonel kılmayı amaçlamaktadır. Yerel yönetimler, yerel geleneksel yaşamı, yerel kültürü, yerel sosyal aktiviteleri çağdaş yaşama özelliklerinin öncülüğünde geliştiren ve o kentte doğanların, o kente yerleşenlerin, o kent de görev yapanların sosyal, ekonomik ve yerel hizmetlerini yetkisi oranında gerçekleştiren yerel kamu tüzel kişilikleridir. Yönetim biliminde en etkin ve üst yönetim biçimi olan devletin toplumsal yapısına uygun yönetim sistemi ne olursa olsun ister demokratik isterse demokratik olmayan devlet modeli sistemi olsun devlet yapısını oluşturan iki yönetim sistemi vardır. Bunlardan ilki merkezi yönetim, ikincisi ise devlet yönetimini tamamlayan her tür yetki, görev, hizmet ve sorumlulukları merkezi yönetim tarafından belirlenen yerel yönetimlerdir.tr_TR

dc.description.abstractolThe emergence of new public management approach can be said to play the role of several interrelated factors.
