dc.description.abstractBu tezin amacı, kent nüfusunun artmasıyla birlikte şehirlerde yaşayan engellilerin en çok karşılaştığı sorunları dile getirmek, engellilere yapılan hizmetlerde yerel yönetimlerin rolünü saptamak ve yerel yönetimler tarafından yapılan hizmetlerin eksikliklerini belirlemektir. Türkiye’de engelli bireylerin en fazla karşı karşıya kaldığı sorunlar: eğitim, yoksulluk, iyileştirme, ulaşım, fiziksel çevre ve barınma sorunu, erişilebilirlik ya da ulaşılabilirlik sorunu, istihdam, sosyal güvenlik sorunu, sosyal dışlanma sorunu olarak sıralanabilir. Bu araştırmanın birinci bölümü ve ikinci bölümünde dünyada ve Türkiye’de kent ve kentli hakları incelenmiştir. Üçüncü bölümde engellilikle ilgili kavramlara yer verilmiş olup, engellilerin hakları ve yaşadıkları sorunlar dile getirilmiştir. Dördüncü bölümde İstanbul Büyükşehir Belediyesi Sağlık Daire Başkanlığı Engelliler Müdürlüğü’nün engellilere yönelik hizmetleri aktarılmıştır. Ayrıca engelli hakları konusunda İstanbul’da çalışan üç sivil toplum kuruluşunun (Bedensel Engellilerle Dayanışma Derneği, Türkiye Görme Engelliler Derneği ve Zihinsel Engellileri Eğitim Derneği) temsilcileriyle derinlemesine yapılan görüşmelerde öne çıkan, engellilerin beklentileri ve İstanbul’da en çok karşılaştıkları sorunlar ele alınmıştır. Sonuç olarak İBB Engelliler Müdürlüğü, belediyecilik anlayışı içerisinde engellilere yönelik bazı hizmetler yürütmektedir. Ancak yaptığı hizmetlerde engellileri bu tür hizmetlere muhtaç bırakmayacak şekilde yolları inşa etmek ve toplu taşımaları engellilere ve yaşlılara uygun olarak yeniden tasarlamak, eğitim hizmetlerinin erişimini kolaylaştırıp kalitesini artırmak, istihdamı daha fazla sağlamak, kamusal alanlarda insanların taciz eden bakışlarına maruz kalmadan serbestçe yaşamlarını sürdürmeyi sağlayacak fırsatlar sunmak ve engellilere karşı toplumsal farkındalıklar yaratmak gerekmektedir.tr_TR

dc.description.abstractolThe aim of this thesis is to express the problems faced by the disabled people living in cities with the increase in the urban population, to determine the role of local governments in services for disabled people and to determine the shortcomings of services provided by local governments. Most of the problems faced by people with disabilities in Turkey are education, poverty, rehabilitation, transportation, physical environment and housing problem, accessibility problem, employment, social security problem, social exclusion problem. Urban rights in the world and Turkey are examined in the first and the second chapters of the thesis. In the third chapter, disability related concepts are mentioned and rights of disabled people and their problems are mentioned. In the fourth chapter, the services of the Disability Directorate of the Health Department of the Istanbul Metropolitan Municipality for the disabled are discussed. In addition, three in-depth interviews were conducted with representatives of three non-governmental organizations (Association for Solidarity with Physically Disabled, Turkish Association for the Visually Impaired, Mentally Handicapped Education Association) working in Istanbul on the rights of persons with disabilities, expectations of disabled people and problems they face in Istanbul. Istanbul Metropolitan Municipality Directorate for Disabled People offers some services for disabled people within the understanding of municipalism. However, the following issues should be considered in the services provided: to build roads so that the disabled do not need such services and redesigning public transport for the disabled and the elderly, to improve access and quality of education services, provide more employment, to provide opportunities to live freely in public spaces, to create social awareness against the disabled.tr_TR
