dc.description.abstractYerel yönetimler, merkezi yönetimin yetkilerinin yerel birimlere aktarılmasını sağlayıp, hizmeti daha süratli, etkin ve verimli sunulmasını sağlamaktadır. Yerel ihtiyaçlar daha kısa sürede ve halkın da yönetimde söz sahibi olabildiği eşit imkanlarda karşılanmaktadır. Yerel yönetimler halkın yönetime katılmasına önem vermekte ve birimlerini buna göre şekillendirmektedir. Bu çalışmada yerel yönetimlerin tanımı yapılmış, ülkemizdeki yerel yönetimler tarihi anlatılmış, katılımcı demokrasi konusu işlenmiş, ülkemizde katılımcı demokrasi açısından yapılan kanuni düzenlemeler ve yerel yönetimlerin katılımcı demokrasi uygulama biçimlerinden bahsedilmiştir. Çalışmada ayrıca örnek ilçe olarak İstanbul ili Kağıthane ilçesi belediye çalışmaları katılımcı demokrasi açısından incelenmiş ve belediye tarafından yapılan çalışmalar, örneklerle sunulmuştur.tr_TR

dc.description.abstractolLocal governments transfer authority of the central government to the local units and provide the submission of service more quickly, effectively and efficiently. Local needs are met more quickly and equal for people take part in the management. Local governments give importance to public participation in management and form their units according to this. In this study; description of local governments, history of local governments in our country, participant democracy, legal arrangements and applications of participant democracy in our country are discussed. This study also surveys operations of Kağıthane Municipality as a sample province in terms of participant democracy and operations of the municipality are presented with examples.tr_TR
