dc.description.abstract1970’li yıllar ile birlikte dünyada sanayi toplumundan bilgi toplumuna geçilirken, küreselleşmenin gerçekleşmesine paralel olarak pek çok değişiklik olmuştur. Yerel Yönetimlerde oluşan demokratikleşme ve şeffaflık anlayışı küreselleşme sürecinin yerelleşmeyi desteklemesinin etkilerindendir.Türkiye, küreselleşme ve AB uyum süreci ile birlikte kamu yönetiminde önemli değişiklikler getiren bir reform sürecine girmiştir. Yeni Kamu Yönetimi anlayışı merkezi yönetim ile yerel yönetimler arasındaki yetki paylaşımını konu alırken, eğitim sisteminin yeniden kavramlaştırılmasında belediyelere önemli sorumluluklar ve görevler yüklemektedir. Bu anlamda,ilköğretim ve halk eğitimi kavramlarının yeniden tartışılması ile eğitimin amacı ve niteliği konusunda küresel ölçekte yapılan düzenlemeler, yerel yönetimler tarafından hızlı ve etkili bir şekilde uygulanmaktadır. 21. Yüzyılda eğitim hakkı, yaşı ne olursa olsun bütün insanların temel hakkı olarak kabul edilmiştir. Aynı zamanda küreselleşme ile birlikte yerel çözümlerin, eğitimde yerelleşme eğilimlerinin önemi artmaktadır. Bu çalışma, yerel yönetimlerin özellikle belediyelerin yeni kamu yönetimi anlayışı ile birlikte eğitim sistemi içindeki yerini araştırmaktadır.tr_TR

Century, the right to education, whatever the age has been recognized as a fundamental right of all human beings.At the same time local solutions with globalization, increasing importance of the decentralization trends.
