dc.description.abstractTürkiye‟de sosyal politikaların uygulanmasında yetkili kamu birimi, merkezi yönetim olmakla beraber son yıllarda yerel yönetimler ve özellikle belediyeler halka yönelik sosyal politika ve hizmetlerini geliĢtirme ihtiyacı duymaktadır. Günümüzde merkezi devletin yerel düzeydeki sosyal politikaları, yerel yönetimlerin dolaylı ya da dolaysız desteği ile baĢarılı olabilmektedir. Aslında yerel yönetimlerin, halkın sosyal gereksinimlerini yerinde ve doğru olarak belirlemede ve bu gereksinimleri doğrudan karĢılamada merkezi yönetimlere göre daha avantajlı bir konumda oldukları söylenebilir. Kâr amacından çok bölge halkına hizmet veren kuruluĢlar olan belediyeler, her geçen gün halkın yeni istek ve gereksinimlerinin ortaya çıkmasıyla verdikleri hizmetleri yenilemekte ve geliĢtirmektedirler. Hızlı geliĢmeye ayak uyduran belediyeler, kanunların verdiği yetkiler ve görevler çerçevesinde birçok hizmeti halka sunarlar. Belediyelerin sundukları hizmetler arasında eğitime yönelik çalıĢmalar da bulunmaktadır. Bu tez çalıĢmasında da ġiĢli Belediyesi örneğinde Türkiye‟de uygulanan sosyal politikalar kapsamında belediyelerin eğitim hizmetleri iĢlenecektir.tr_TR

dc.description.abstractolIn Turkey application of social policies had been made by state agencies however through the recent years especially local administrations feel the need to develop and actively apply social policies concerning public needs. Nowadays state government‟s tools for successfully applying social policies can be defined as local administrations. Especially it can be assumed that local administrations have more opportunities in determining and fulfilling public‟s needs compared to government agencies. Municipals, being a non-profit government agency, renew and upgrades public‟s current needs and desires. Keeping up with the newest developments municipals present public with services that are legislated with law. Among these services education stand as one of the most important.
