dc.description.abstractBu çalışmada Türk Kamu Yönetiminde Belediyecilik Tarihi amacı Türkiye'de uygulanan belediyecilik sistemi Osmanlı İmparatorluğu'nun kuruluşundan (1299) günlerinden günümüze kadar geçen süreçte ana hatları ile incelenmiştir. Osmanlı şehir sisteminde belediye hizmetlerinde yetkili kişiler Subaşı, Muhtesip, Kocabaşılar, İstanbul Efendileri ve İmamlar yetkili iken bu sistem 1854 yılından itibaren değişmiş ve Batılı anlamda belediyecilik anlayışına geçilmiştir. Burada Fransa örnek alınarak modern belediyeciliğe geçilmiştir. Paris belediyecilik sistemi birebir kopyalanarak İstanbul belediye sistemi kurulmuştur. Cumhuriyet döneminde de aynen sürdürülmüş ve yerel yönetimlerin ana odağı olma vasfını korumuştur. Tez çalışmasının birinci bölümünde teorik anlamda belediye kurumu, belediye organları ve görevleri ele alınmıştır. İkinci bölümünde Osmanlı İmparatorluğu'nun kuruluşundan Türkiye Cumhuriyeti'nin kurulduğu dönem de dahil olmak üzere 1980 yılına kadar belediyecilik alanında atılan adımlar incelenmiştir. Üçüncü bölümünde ise 1980 yılından sonrasından günümüze belediyecilik alanında yapılmış olan düzenlemelere değinilmiştir. Çalışmanın sonucunda ise Türk Kamu Yönetiminde Belediye Kurumunun ağırlıklı olarak Batı'dan (1850-1900 arası Fransa, 1980'lerdan sonra ise AB üyeliği) etkilendiği görülmüş ve buna göre halkın da ve demokratik ilkeler doğrultusunda yerel yönetimlerin ana gücü olan Belediyeler Türk Kamu Yönetim Sistemindeki önemini korumaktadır.tr_TR

dc.description.abstractolAt this study, at Turkish Public Goverment the history and purpose of municipal, the municipality system which applying in Turkey had been researched with outlines from establishment of Ottoman Empire (1299) to up to now. At Ottoman city system, at municipality services Subasi, Muhtesip, Kocabasi, Sir of Istanbul and Imams were authorized but then this system had been changed since 1854 and western sense municipal understanding had started. France had been taked as an example and modern municipal had started. Paris municipal system had been copied one to one and Istanbul municipality system had been established. At Republic period had been maintained as the same at and had kept property of being the main focus of local goverments. At the first part of thesis study, municipality institution as theoretically, municipality departments and its missions were handled. At the second part of study, the taken steps at municipal area were researched which from establishment of Ottoman Empire to 1980 and including establishment period of Turkish Republic. At the third part of study, the regulations of municipal were studied which from 1980 to up to now. At conclusion of this study, at Turkish Public Goverment it had been understood that municipality institution mainly was affected by western (between 1850 and 1900 France, after 1980's membership of EU) and with reference to in accordance with the public and democratic principles, the municipalities, which the main power of local goverments, have been maintainining its importance at Turkish Public Goverment.tr_TR
