dc.description.abstract1800‟lü yıllarda Amerika BirleĢik Devletleri‟nde gündeme gelen kamu yönetimi olgusu, zaman geçtikçe bütün dünyada etkisini göstermiĢtir. Ġnsanların ihtiyaçlarını karĢılamak ve refah düzeyini arttırabilmek için bütün dünya ülkeleri yeni bir yapılanma içerisine girmiĢtir. Bu çalıĢmada Türkiye‟nin bu süreçten nasıl etkilendiği, merkezi ve yerel yönetimlerin nasıl Ģekil aldığı, Türkiye‟deki yönetimlerin detaylı incelenmesi ve bu incelemeler sonucunda Almanya ve Fransa gibi kamu yönetimi olgusu oturmuĢ ülkelerle karĢılaĢtırma yapılması hedeflenmiĢtir. Yapılan karĢılaĢtırmalar sonucunda Türkiye‟nin yerel yönetimler bakımından Fransa ile benzerlikler ve Almanya ile çok farklılıklar gösterdiği, fakat bu benzerlik ve farklılıklara rağmen Türkiye‟de belediyelerin ekonomik yetkiler açısından merkeze çok bağlı olduğu ve sıkı bir idari vesayetin olduğu görülmektedir.tr_TR

dc.description.abstractolThe public administration that had come to power in the United States in the 1800‟s have shown its effect over time, all over the world. All countries in the world has entered a new rearrangement in order to meet the needs of people and increase the level of welfare. This study is aimed to examine how Turkey has been influenced from this process, and how central and local administrations are formed, comparing Turkey with countries such as Germany and France where the case of public administration have been established. As a result, it has shown that there are similarities between the local governments of Turkey and France however there are many differences with Germany, but despite these similarities and differences the municipalities in Turkey are very attached to the center in terms of economic powers and it is seen that there is a strict administrative possession.tr_TR
