dc.description.abstractKamu hizmetlerinin halka ulaşması açısından merkezi yönetim içerisinde bulunan yerel yönetimler, sosyal politikaların faaliyetlerinin en küçük bölgeye kadar ulaşması ve toplumun huzur seviyesinin artırılmasında önemli görevler almaktadır. Eğitim, kültür, sağlık, konut vb. dahilinde gelişen sosyal hizmet ve yardım uygulamalarının halka aktarılması yerel yönetimler sayesinde olmaktadır. Zamanla gelişen küreselleşme olgusu ve süreçleri yerelleşmeyi de beraberinde getirmektedir. Denilebilir ki yerel yönetimler söz konusu olduğunda ilk olarak akla belediyeler gelmektedir. Çalışmamızın ilk aşamasında ana başlığı oluşturan yönetim sisteminin tarihi ve gelişim süreci hakkında bilgi verilmiştir. İkinci ve üçüncü kısımda bu şekilde devam eden tez çalışmamız, yerel yönetimler açısından belediye kavramı, Türkiye’de yerel yönetimler ve belediyelerin sosyal politik durumu ele alınmıştır. Bu bölümde sosyal belediyecilik ve görevleri üzerinde detaylı olarak durulmuştur. Dördüncü bölümde ise sosyal belediyecilik Arnavutköy ilçesine uyarlanarak yaptığı faaliyetler, belediye içerisinde faaliyetlerini yürüten birimler ve bu birimlerin sosyal hizmet yardımları somut belgelerle desteklenerek ayrıntılı bir değerlendirme yapılmıştır. Son bölümde ise belediyenin yaptığı çalışmalar değerlendirme-sonuç varsa çözüm ve önerilerle sonuçlandırılmıştır. Sonuç olarak yapılacak olan bu çalışma sosyal devlet ve sorumluluk bakımından İstanbul il sınırlarında yer alan Arnavutköy Belediyesi birçok belediyeye öncü olmakta ve örnek teşkil etmektedir.tr_TR

dc.description.abstractolLocal goverments included in central goverments in terms of to the public services to public, have an important role about to reach social policy activities upto the smallest area and improving the level of public peace. It’s thank’s to local governments to transfer social services and assistance applications to public that involded in education, culture, healt, housingetc. There a lity of globalization and its proces sthat is emerged in time, bring localization with it. It can be said, municipalities is firstly inferred as local government is handled. At the first phase of our study, information about history of government system and its development process is that consist of main topic. At second and third phase which are maintained like this topic, the municipality topic in terms of local government, and social and politic situation of local governments and municipalities in Turkey are dealed with. İn this phase are emphasized in detail social municipalism and its tasks. At tourth phasea detail devoluation is pointed with concrete documents in social municipalism, activities accorded to Arnavutköy district, units that work in municipality and social service assistance of this units. The last phase is finalized with workings of municipality, evaluation-result and suggestions. Inconclusion, this thesis municipality of Arnavutköy takes place in İstanbul Province District, leads many municipalities about the social state and responsibility and sets a good example.tr_TR
