Abstract: Water is an important resource for social and economic development. Therefore, throughout history, have been requested to be kept under control for this purpose, irrigation and flood control systems, drinking water and waste water networks and accumulating structures were built. Until the 1970s the location and quantity of water resources in the development of water to meet certain requirements to ensure water is evaluated on the basis of the concept. Population growth, technology and urbanization of needs, diversification and global climate change for reasons such as the 1980 beginning of the environmental pollution problems with the emergence of the concept protection of quality of the water and water equitable sharing issues were also added. Article eligible under the quality and quantity of water as a human right to reach starting from the basic arguments for the sustainability of water and water resources evaluated in the framework of relevant legislation, water management, landscape planning of strategic importance were discussed.
